mcp85xx: Switch TP-Link TL-WDR4900 v1 to DSA

This patch introduces DSA support for TP-Link TL-WDR4900 v1 switch.
Swconfig driver for QCA8327 switch is removed because this router is
only one device which use Qualcom swconfig switch.
